Metered Tickets Vs Rules

This is a rendering of the metered street parking prices in the city of Toronto with the street sections that have meter-based parking tickets.
There are tickets issued outside of price boundaries so perhaps there is something wrong with either the parking price boundaries on parking.greenp.com (probably this) or perhaps the meter maids have been issuing incorrect infraction codes in areas they don't apply. (probably not) Or I perhaps I'm including infraction codes I shouldn't be. These are the codes I'm referencing:
